Affiliation and Rules

  1. Object
    These regulations are to efficiently administrate the International Referees of the HBIO as the by-laws of The HBIO .
  2. Administration
    Overall administration of the International Referees shall be made by the HBIO Secretariat.
  3. Qualification
    The HBIO will grant qualification as the International Referee of the HBIO to those who passed the prescribed examination at the International Referee Seminar conducted by the HBIO.
  4. International Referee Seminar
    The International Referee Seminar shall be conducted by the HBIO only, and the outline of the Seminar is as follows:
    • Qualification for application
      Holder of HBIO certificate of 3nd Dan or higher, however, 1ndDan holder may attend the Seminar on recommendation of the president of the newly affiliated National Association or of the National Association undergoing Hapkido Boxing development.
    • Interpretation
      Newly affiliated National Association or of the National Association undergoing Hapkido Boxing development:
      • Member national associations that are provisional members of the HBIO
      • Member national associations the period of whose membership in the HBIO do not exceed 1 years since its recognition as a full member
      • Member national associations that are included in the list of `Least Developed Countries' designated by HBIO (HBIO shall check and renew the list of these countries every year in early January)
      • Member national associations with the total number of 3rd class and P (Provisional) class International referees not exceeding ten (10) irrespective of the number of International referees of 2nd class and higher.
      • Holder of national referee certificate by the pertinent National Association, however, the applicant from the newly affiliated National Association or the National Association undergoing Hapkido Boxing development may attend the Seminar with the letter of the president of the pertinent National Association confirming that there in no national referee certificate system in the pertinent country.
      • The one recommended by the pertinent National Association in the application form to attend the International Referee Seminar.
      • The one who has command of oral & written English language
      • The one of 18 years or older who has no physical defect and chronic disease (The age is calculated based on the year when the International Referee Seminar is held.)
      • The HBIO may limit the number of applicants for International Referee Seminar per country to seek for balanced development of Hapkido Boxing among regions and countries, including fostering international referees.
    • General Information
      • Attendance fee: Prescribed fee of attendance shall be paid
      • However, discount or exemption of attendance fee may be given to attendants from countries included in the list of `Least Developed Countries' designated by the HBIO. (HBIO shall check and renew the list of these countries every year in early January.)
      • Round trip airfare and accommodation charges of room and board shall be borne by the participant.
      • Curriculum: Status of the HBIO, Rules & Regulations, Competition Rules, foundation of refereeing, basic concepts of Hapkido Boxing competition, using method of judge's electronic scoring instrument, referee's hand signals, attitude of International Referees, and other Hapkido Boxing theories
      • Total hours for education : 2 DAY'S or more
      • Examination: Written examination, practical test, physical and interview
      • Registration Documents
        • Registration Form : to be replaced by the Application form submitted to the HBIO at the time of participation in the International Referee.
    • Seminar
       One passport-sized photo : to be replaced by the photo submitted to the HBIO at the time of participation in the International Referee Seminar .
    • Screening
       The HBIO shall conduct a prescribed examination at the International Referee Seminar and attendants should get at least 75 out of 100 points in each test to pass the examination.  A written notice on the results of the test shall be sent to each participant of the seminar and the pertinent National Association.
    • Activation
       Those who passed the examination at the International Referee Seminar shall be automatically registered with the HBIO as International Referees and they shall not need to pay registration fee. They shall submit the Statement of Pledge to the HBIO for activation. Within one month of receipt of the Statement of Pledge, the HBIO shall dispatch IR certificates, membership cards, and information on IR uniform to International Referees.
  5. Referee uniforms and shoes
    • The color of uniform shall be as follows:
      • Jacket: black
      • Shirt: white
      • Pants: black
      • Tie: Red
    • Specifications of uniform, including shape and fabric material, shall be decided by the HBIO.
    • The shoes shall be white ones.
  6. Class
    • International Referees are classified into Five categories of M, 1st, 2nd, 3rd and P class
    • 3rd class is granted to the one holding HBIO 3rd Dan or higher who has passed the examination at the International Referee Seminar.
    • P class shall be granted to the one holding HBIO 2nd or 3rd Dan who has passed the examination at the International Referee Seminar.
    • Other classes are to be granted in accordance with the procedures described in HBIO Rule .
  7. Promotion
    • Administration
      The HBIO shall screen the eligible International Referees to be promoted once a year in early January according to the requirements for promotion .The result shall be notified to each promoted International Referee in writing.
    • Requirements for promotion
      Only International Referees who have paid up the prescribed annual fees shall be eligible for promotion.
    • Requirements for promotion to M class
      • Passage of 8 years or more after promotion to the 1st class .
      • Minimum 6 times International Referee credit after promotion to the 1st class: International Referee credit means refereeing or working as Review Jury at official competitions of the HBIO or participation in International Referee Refresher Course conducted by the HBIO.
    • Requirements for promotion to 1st class
      • Passage of 6 years or more after promotion to 2nd class
      • Minimum 5 times International Referee credit after promotion to the 2nd class: International Referee credit means refereeing at official competitions of the HBIO or participation in International Referee Refresher Course conducted by the HBIO.
    • Requirements for promotion to 2nd class
      • Passage of 3 years or more after promotion to 3rd class
      • Minimum 4 times International Referee credit after promotion to the 3rd class: International Referee credit means refereeing at official competitions of the HBIO or participation in International Referee Refresher Course conducted by the HBIO.
    • Requirements for promotion to 3rd class
      • The one holding P class qualification shall be promoted to 3rd class at the right next screening for promotion after promoted to HBIO.
      • Any International Referee who has been submitted to a disciplinary measure will be excluded from the promotion to higher class until he/she is released from the disciplinary action.
  8. Validity and suspension of qualification
    • International Referee card shall be issued to the International Referees at the time of activation.
    • Qualification of any International Referee who has not paid the prescribed annual dues for 3 consecutive years is automatically suspended, and it is notified to the pertinent person and the National Association.
    • The term of suspension shall not be considered as IR career.
    • License of International Referee shall be revoked if suspended IR fails to participate at refresher course and fails to make all the past annual fees within 3 years from the date of suspension.
  9. Annual fee
    • The annual fee shall be paid by the end of December every year.
    • The prescribed annual fees are as follows:
      • M class and 1st class: None
      • The other classes except M class and 1st class: US $100
    • The annual fees for the year of International Referee Seminar shall be exempted.
  10. International Referee Refresher Course
    • The HBIO conducts the International Referee Refresher Course for education on the amended Competition Rules, etc. as well as improvement of quality as the International Referee and Review Jury.
    • One-time International Referee credit shall be given to the following International Referees:
      • The International Referee who has attended an International Referee Refresher Course conducted by the HBIO and received graduation diploma.
      • International Referees who worked as an instructor for an International Referee Seminar or International Referee Refresher Course
    • The one whose qualification has been suspended in accordance with the HBIO rules. are allowed to attend an International Referee Refresher
    • Course after payment of annual fees in arrears, and the restoration of qualification is granted one time only to the pertinent individual.
    • Issuance of graduation diploma
      • A graduation diploma is given to the one who has attended and International Referee Refresher Course.
      • In order to participate in an International Referee Refresher Course, International Referee must pay up the prescribed annual fee of the year of the International Referee Refresher Course.
      • Attendance fee: Prescribed fee of attendance shall be paid.
  11. Selection
    • Selection and assignment of referees in the venue of International Referees for the Hapkido Boxing competitions in International competitions promoted by the HBIO such as World (Women's World) Hapkido Boxing Championships, World Junior Hapkido Boxing Championships, World Cup Team Hapkido Boxing Championships, World Para-Hapkido Boxing Championships, etc. shall be done by the HBIO.
    • In case of Continental Championships and other international competitions approved by the HBIO, pertinent Continental Union or hosting National Association is entitled to select the required number of International Referees provided that the Union or the National Association shall inform the HBIO list of the selected International Referees for prior approval no later than one month before the competition.
    • The HBIO shall send each continental union the list of International Referees residing in the pertinent continent by the end of February every year.
    • International referee for all official competition of the HBIO should be the one who attended and received the graduation diploma at the international Referee refresher course on the latest amendment of the competition Rules and pay up the prescribed annual fees of the year of pertinent event.
  12. Duty
    • The International Referee shall abide by all the rules with pride and dignity as the International Referee of the HBIO.
    • The International Referee shall be familiar with the Competition Rules and the guiding principles concerned.
    • The International Referee shall officiate at any Hapkido Boxing events without partiality in consideration of the fact that decisions made by the International Referees shall be conclusive.
    • The International Referee shall wear the uniform designated by the HBIO before officiating at the events.
    • The International Referee shall do possible efforts not to bring about any
    • unnecessary suspension of a match in officiating, and shall use prescribed hand signals.
    • International Referee shall inform both of the pertinent National Association and the HBIO of any changes in his/her postal address, telephone/fax numbers, e-mail address, Dan grade, etc. by registering online at web-based HBIO international referee management system and he/she shall be responsible for any disadvantages due to lost contact.
    • International Referees who have been selected to officiate at any official event of the HBIO shall necessarily participate in the event unless there is a justifiable reason for absence and attend the Referees' Meeting and Training before the start of the competition.
  13. Disciplinary measures
    • In case that any International Referee has committed following behaviors, the HBIO takes disciplinary measures such as warning, rebuke, suspension or deprivation of qualification in accordance with the regulations on sanctions of the HBIO.
    • If turned out that intentional fabrication of judgment has been committed at any international Hapkido Boxing events promoted or approved by the HBIO, the qualification of the pertinent International Referee shall be deprived. Even though it is proved that the misjudgment has been committed by mistake, not intentionally, any kind of disciplinary measures shall be taken to the pertinent International Referee.
    • In case of committing any behaviors bringing disgrace of the HBIO such as receiving money or other valuables in connection with a judgment, the pertinent International Referee shall be disciplined by deprivation of qualification or other form of disciplinary measures.
    • In case of violation of the duties of International Referees prescribed in Article 14. "Duty."
    • When the limit of disciplinary measures is decided, the HBIO shall notify the pertinent International Referee and the National Association of the result.
    • Other disciplinary measures against International Referee's misconducts shall be taken according to the regulations on sanctions of the HBIO.
